Statement by Nadine Moussa
Appeal to the President of the Republic,
23 March, 2026.
Urgent Appeal to President Joseph Aoun
Your Excellency,
The time has come to place Lebanon under the protection of Chapter VII.
The Lebanese people have grown exhausted from decades of futile wars on their land. They have paid a heavy price in lives, property, and the loss of a dignified and stable existence.
Today, once again, thousands are facing the risk of death, displacement, and financial collapse.
For many years, a large majority of the Lebanese people expected the state to confront Hezbollah and disarm it. However, the state has failed to do so. It has become clear that Hezbollah holds the power over decisions of war and peace for the Lebanese people. This situation must come to an end.
When it comes to Hezbollah’s weapons, there is no longer room for the traditional political compromises that have defined Lebanon’s political class. These approaches have been exhausted and have failed.
It is time for Lebanon’s leaders to state clearly that the country requires the support of a strong external force to disarm Hezbollah. The Lebanese cannot accomplish this task alone.
The path forward lies in the establishment of a multinational force under the authority of the United Nations, empowered to use all necessary means to disarm Hezbollah. This should be implemented through a new resolution issued under Chapter VII of the United Nations Charter.
Your Excellency, with all due respect,
We urge you to adopt this approach as official policy and to work toward building internal support for it. We fully support your leadership and stand ready to align behind a unified national effort.
We have developed a conceptual framework for a draft resolution under Chapter VII. This proposal is focused exclusively on achieving the disarmament of Hezbollah.
Let us work together to build practical consensus around this vision. We believe that Lebanon’s leaders, political parties, and citizens will support it.
We look forward to discussing this proposal with an appropriate representative from your office.
Respectfully,
